A culvert is not just a pipe — it is the road's drainage lifeline. Blocked culverts pool water instead of moving it, accelerating corrosion from the inside until the pipe fails completely. Plugged culverts disrupt the entire drainage system: water backs up, spreads across the road surface, seeps under the road base, and silently weakens the roadbed long before any damage appears on the surface.
